- Moreover, transnational and non-traditional security threats such as cyber security, terrorism, and the military use of dual-use technologies have emerged as new challenges to the international community.
- Such security threats are combining with traditional security threats and causing complex security crises.
- Despite the increasingly acute complex security crises, effective multilateral security cooperation has not been realized due to the conflict of interests and underdeveloped coordination mechanisms.
- Thus, it is an urgent task to step up multilateral discussions to promote a deeper u nderstanding of the nature of complex security crises and develop effective solutions.
