Session 4. Directions for advancing the International Rule of Cyber Security
Recently,the voices are rising that the international law should be applied to cyber warfare,or the new cyber warfare regulations should be established.As the most fundamental means,the application of the international law or the new regulations on cyber warfare is necessary in order to prevent military tensions and catastrophic situation in cyber space.
In this session,the following issues will be discussed:
-Reviewing the current research on the international law & regulations on cyber warfare, and discussing its meanings and limitations.
-Sharing each country's opinion regarding the 'Tallinn Manual' which has been researched and published by NATO's CCDCOE, and finding the international agreement regarding the regulations of cyber warfare.
-In aspect of the international law or treaty, discussing the ways for the response principles and effective international cooperation which can be applied to the cases of detailed cyber-attacks such as 3.20 Cyber Terror in Korea. |
